Climate Change and Sustainable Development Department (CCSD) Zonibel Woods is a Senior Social Development Specialist at ADB with extensive experience in gender mainstreaming, climate change, environment and natural resources. She leads ADB’s flagship regional technical assistance on gender and extreme heat, supporting six member countries to integrate gender‑responsive resilience strategies into policy and community‑level adaptation efforts. With more than three decades of engagement in sustainable development, she has worked across Asia and the Pacific to strengthen the resilience of women, rural communities, and climate‑vulnerable populations. Her work spans climate‑smart agriculture, community‑based adaptation, and natural resource management, ensuring that gender perspectives shape responses to climate risk at household, local, and national levels. Before joining ADB in 2020, Zonibel held leadership roles in civil society organizations including the International Women’s Health Coalition and the Ford Foundation. She relocated to the Philippines in 2012 and has since worked as a consultant on gender, climate change, and sustainable development across the region. She has published on gender, health, climate change, and resilience, and advocates strongly for animal welfare.
