Yevgeniy Zhukov

Mr. Zhukov, a national of Kazakhstan, holds a Master’s degree in Economics from Claremont Graduate University United States and a University Diploma with Distinction in Political Economy from Kazakh National University, Kazakhstan.

Mr. Zhukov has over three decades of working experience, including 30 years in ADB. He joined ADB in 1995 as a Young Professional. He progressed into increasing levels of responsibility across several departments and held senior level positions in the South Asia Department (SARD), Pacific Department (PARD), and the Department of Budget, People, and Management Systems (BPMSD). He served as the Deputy Director General in the Strategy, Policy, and Partnerships Department (SPD) before appointed as The Secretary for ADB. In 2021, he was appointed as Director General of the Central and West Asia Department (CWRD) where he delivered ADB's strategic agenda in the Central and West Asia region and led ADB's engagement with DMCs and other regional stakeholders to advance the integrated delivery of ADB's sovereign, non-sovereign and advisory solutions in the region. In 2025, he transitioned to lead the Climate Change and Sustainable Development Department (CCSD) as Director General.

Mr. Zhukov now leads and oversees ADB’s overall engagement on climate change and gender, and other thematic areas covered by the department, aiming to build internal and external stakeholder commitments and to drive partnerships with Sectors Departments, Private Sector Operations Department, and Regional Departments in developing programs of operations that can achieve ADB’s thematic ambitions.

Prior to joining ADB, he worked with Ernst and Young, Kazakhstan and was an Economist at Almaty Stock Exchange, Kazakhstan.
