Ulan Zhaparov is a procurement specialist with more than 20 years of experience managing internationally financed development projects. A citizen of Kyrgyzstan, he has extensive expertise working with major organizations such as the World Bank, ADB, ILO, OSCE and UNDP. His strengths include comprehensive knowledge of international procurement procedures, preparation of bidding documents, technical specifications, evaluation reports, and contract management. Ulan has played key procurement leadership roles in multiple climate-resilient and water resource sector projects funded by ADB, where he is responsible for developing procurement plans and ensuring their timely implementation in accordance with loan agreement requirements. Known for his strong leadership, analytical capabilities, and multilingualproficiency in English, Russian, and Kyrgyz, he brings a high level of professionalism and rigor to all procurement processes.
Ulan holds a degree in English from Kyrgyz State University and has completed extensive procurement related training.
