Tomoko Harigaya is Chief Economist and Director of Research at Precision Development (PxD), a nonprofit partnering with governments across Africa and Asia to scale evidence-based innovations for smallholder farmers. She has over 15 years of experience designing and evaluating agricultural and financial programs for low-income households, with a growing focus on climate resilience and adaptation. Previously, she served as Philippines Country Director at Innovations for Poverty Action, where she led impact evaluations and built research partnerships. Tomoko also serves on the advisory group for the Climate Resilience Global Research & Innovation Priority at the IRC's Airbel Impact Lab.
