Tomás Rosada

Tomás has more than 15 years of experience leading large-scale development investments and advising governments on policies that mobilize capital for agriculture and food systems.

In his current role, he manages sovereign investment operations and analytical programs to strengthen agricultural productivity, climate resilience, and private‑sector participation in food systems. His focus is on structuring programs that blend public finance, policy reform, and private capital to improve sector performance in emerging markets.

Tomás has worked extensively across South Asia, Eastern and Southern Africa, and Latin America and the Caribbean, designing and supervising projects in agricultural finance, digital agriculture, climate-smart agriculture, agricultural innovation systems, and public expenditure efficiency.

Prior to joining the World Bank Group, he worked at the International Fund for Agricultural Development as Regional Economist and Country Programme Manager, and at the Inter-American Development Bank as Alternate Executive Director representing Central America and Belize.

Tomás holds a PhD in Agricultural Economics from the University of Guelph and an MA in Economics from ILADES–Georgetown University.
