Saurabh Singh is a 2013-batch officer of the Indian Audit & Accounts Service (IA&AS) and currently serves as Deputy Secretary in the Department of Economic Affairs (DEA), Ministry of Finance, Government of India. He is presently posted in the ADB Division, where he handles India’s engagement with the Asian Development Bank, including coordination on sovereign lending operations, externally aided projects, and policy dialogue with sectoral ministries.
At DEA, he has worked on appraisal and financial analysis of infrastructure projects across key sectors such as transport, urban development, aviation, and ports, and contributed to monitoring investments under the National Infrastructure Pipeline. He played an instrumental role in the preparation of the Government of India’s analytical submissions to the 16th Finance Commission by compiling and analyzing long-term Union and State fiscal datasets and generating evidence-based insights on fiscal trends and expenditure patterns. He was also closely involved in organizing the Finance Track of India’s G20 Presidency, coordinating logistics and inter-agency arrangements for multiple meetings.
Prior to joining DEA, he served in senior audit roles in the Office of the Comptroller and Auditor General of India, overseeing audits of Union ministries and state government entities and leading teams on governance and public finance audits. He holds an integrated B.Tech–M.Tech in Biochemical Engineering from IIT (BHU), Varanasi.
