Rinzin Wangchuk

Rinzin Wangchuk is a senior agricultural development leader with over 17 years of progressive experience in research, extension, project management, and policy leadership in Bhutan’s agriculture sector. He currently serves as Chief Agriculture Officer at the Department of Agriculture, Ministry of Agriculture and Livestock, where he provides strategic leadership to national agriculture production, research, extension systems, and resource mobilization initiatives. He oversees major national initiatives such as the National Irrigation Project, the chain-link fencing program to mitigate human–wildlife conflict, and the Million Fruit Tree Plantation Project. He has also spearheaded key reforms including the Farmer Registration System and the revision of Seed Rules and Regulations (2025). 

He presently serves as the Project Director for the ADB-supported Potato Project, guiding its implementation to enhance productivity, value addition, and market linkages.  

Previously, Mr. Rinzin headed the Agriculture Research and Innovation Division, where he strengthened research coordination and innovation systems. As Project Director, he also played a key role in implementing the World Bank-funded Food Security and Agriculture Productivity Project, which improved agricultural resilience and farmer livelihoods. 

Earlier in his career, he served for nearly a decade as a District Agriculture Officer, leading district-level planning, extension services, and agricultural development programs. His professional experience spans policy, research, project management, and field-level implementation across Bhutan’s agriculture sector.  

Previously, he served as Project Director of the World Bank-funded Food Security and Agriculture Productivity Project (USD 12.46 million), improving project performance to “Satisfactory” and strengthening results-based management systems. His earlier roles include Monitoring and Evaluation Expert, District Agriculture Officer in Paro for a decade, and Extension Officer in Punakha. 

 Wangchuk’s expertise spans strategic planning, donor coordination, resource mobilization, policy reform, and grassroots agricultural service delivery, with a strong commitment to enhancing national food security and rural livelihoods.
