Alisher Umaraliev is the Director of the Center for Agriculture and Food Projects under the Ministry of Agriculture of the Republic of Uzbekistan. He leads strategic reforms in the agriculture and food sectors, overseeing policy design, programming and coordination of projects with IFIs. Before his recent appointment in 2025, he was the Head of Institutional Development and Better Regulation Unit at the Ministry of Agriculture of Uzbekistan. He has over 4 years of experience in the Government of Uzbekistan, specializing in economic development policy, IFIs programming and coordination, and reform policymaking.
He holds a Master of Public Policy from the University of Oxford and a bachelor’s degree in international relations from the University of Warsaw. Alisher is a Government of Uzbekistan and Weidenfeld-Hoffmann Trust Scholar and has received international training in PFM reform, strategic planning, evaluation systems, and Good Governance.
