H.E. Ny Kimsan holds a diploma as a High-Ranking Civil Servant from the Royal School of Public Administration and a master’s degree in public policy from the University of Law and Economic Science in Phnom Penh, Cambodia. He completed a one-year practical program on Japan’s local government system in 2001–2002.
He has over 25 years of experience at the Ministry of Interior, focusing on capacity building for local government officers and advancing Sub‑National Democratic Development (decentralization reform). He has managed, facilitated, and coordinated national programs and development‑partner–funded projects, and has served in several ministry positions before being appointed Under Secretary of State of the Ministry of Interior and Deputy Head of the National Committee for Sub‑National Democratic Development (NCDD) Secretariat on June 5, 2024.
In these roles, H.E. Ny Kimsan is dedicated to promoting localized development and inclusive democratic governance to strengthen service delivery at the sub‑national level.
