Mr. Eric Quincieu is a Principal Water Resources Specialist where he coordinates ADB’s work on water resilience in Southeast Asia. He has more than 25 years of experience in advancing water security and strengthening climate resilience across Asia.
At ADB, he leads the design and implementation of investments in irrigation modernization, flood and climate resilience, aquaculture and fisheries infrastructure, and integrated water resources management. His work supports developing member countries in improving water governance, enhancing rural livelihoods, and building resilient and sustainable food systems.
He began his career as a hydraulic engineer, developing hydrodynamic models and information systems to support the design and operation of irrigation and flood control infrastructure. Before joining ADB, he spent over a decade in Asia and Europe working on water resources planning, institutional strengthening, environmental management, and project development.
He holds a Master of Science in Hydraulics (Water Resources Management) and a Master of Science in Environmental Physics and Chemistry from the National Polytechnic Institute of Toulouse, as well as a bachelor’s degree in physics and applications. He is also a Registered Chartered Engineer with the UK Institute of Water.
